A credible civil-work proposal must define more than the visible finish. These are the matters that determine pricing certainty, contractual responsibility, programme reliability and the evidence required at handover.

How is the scope defined before Pidgeon submits a price?

The pricing scope should identify the work limits, current drawings and specifications, quantities or measurement method, required finish, testing, approvals, access, staging, exclusions and responsibilities held by others. Any unresolved information should be recorded as an assumption, provisional allowance or qualification rather than treated as confirmed.

Will the price be lump sum, measured work or based on provisional allowances?

That depends on how complete and verifiable the information is. A lump-sum price requires a sufficiently defined scope and pricing basis. Work involving uncertain quantities, excavation, disposal, service conflicts or incomplete design may be measured at agreed rates or include provisional sums. The quote should state the applicable method and how adjustments will be calculated.

Who is responsible for design, levels, drainage and pavement specifications?

The contract documents should distinguish contractor-designed elements from work constructed to a client, engineer or consultant design. The responsible party should be named for finished levels, pavement build-up, drainage design, set-out information, design changes and producer or construction records. Pidgeon should not be assumed to accept design responsibility merely by pricing or constructing supplied documents.

How are unsuitable ground, contaminated material or undocumented services handled?

Available geotechnical information, service plans, as-builts and known site history should be supplied before pricing. If physical conditions materially differ from the information and assumptions used, the affected work should be made safe, documented and assessed for method, cost and programme impact before proceeding. Emergency action may be required where people, property or the environment are at risk.

Who obtains consents, corridor approvals and traffic-management permissions?

Responsibility must be allocated in the accepted project documents. Depending on the work, this may include building or resource consent, vehicle-crossing approval, corridor-access requests, traffic-management plans, utility approvals and inspections. The programme should not assume those approvals are in place unless their status and responsible party have been confirmed.

How are variations priced and authorised?

A variation should record the instruction or cause, changed work, price or pricing method, programme effect and authorisation. Where practical, this is agreed before the changed work begins. Dayworks, agreed rates, measured quantities or a separate quotation may be used when identified in the contract. Site conversations should be confirmed in writing when they alter scope, time or price.

What information is needed to establish a credible construction programme?

The programme depends on site possession, approved information, preceding trades, access windows, inspections, material lead times, disposal arrangements, weather-sensitive activities and any requirement to maintain public or operational access. Milestones and constraints should be agreed before mobilisation, with delay notices and recovery decisions documented as the project develops.

What quality, testing and handover records will be provided?

The project scope should identify required inspections, hold points, compaction or material tests, delivery records, as-built information, warranties, producer statements and completion documentation. Records vary by project and are not automatically included unless required by the contract, specification, consent or applicable authority standard.
