Choosing a subdivision civil contractor.

A practical comparison list covering scope gaps, approvals, testing, buried-work records, variations and handover.

You are choosing a system, not only a machine and crew

Subdivision work ties together approved design, earthworks, utilities, drainage, pavement layers, kerbs, testing and handover records. Much of the most important work is later buried. A useful contractor comparison therefore looks at how the team plans, communicates, verifies and records the work—not only the bottom-line price.

This checklist helps compare offers. Project consent conditions, approved drawings, specifications and professional advice still take precedence.

Ask each contractor these four questions

  • Which drawing set, specifications and consent conditions is the price based on?
  • What is included, excluded or provisional—and how will variations be approved?
  • Who books inspections and testing before buried work is covered?
  • Who supplies as-builts, test records and handover information?

1. A simple way to compare delivery systems

Christchurch City Council distinguishes its Infrastructure Design Standard from its Construction Standard Specification and states that the two should be read together for land and asset developments.[1] Waimakariri’s Engineering Code of Practice describes controls intended to keep created infrastructure fit for its intended life, while Selwyn’s code confirms current technical requirements for subdivision and project works intended to vest in Council.[2][3]

That distinction suggests a four-part control loop:

  1. Design: define geometry, performance, materials, interfaces and acceptance criteria.
  2. Construct: follow an approved methodology with temporary controls and sequenced access.
  3. Verify: inspect and test at the point when conformity can still be seen and corrected.
  4. Record: preserve what was built, where it was built and which evidence demonstrates acceptance.

If one part is missing, later quality checks become weaker. A passing surface inspection cannot prove the condition of a buried pipe, subgrade treatment or compacted layer.

2. Check what happens at each work stage

Before mobilisation: confirm the priced information

A project can be “ready to start” commercially while remaining uncontrolled technically. Before mobilisation, compare the issued-for-construction package with the priced scope, identify exclusions and check interfaces between earthworks, drainage, water, power/telecommunications, kerbing, landscaping and surfacing. An unowned interface is a predictable variation.

At subgrade: agree how weak ground is handled

Subgrade response may differ from investigation assumptions due to local variability, groundwater, weather or prior disturbance. The response process should be agreed before proofing: who observes, who can direct treatment, how quantities are measured and what evidence releases the next layer.

Before backfill: inspect and record underground work

Underground work carries the greatest concealment risk. Inspection bookings, pressure or leakage tests, camera records where specified, structure checks and survey must be coordinated with the construction sequence. Backfill cannot become the default solution to a programme delay.

3. Build the handover record as the work progresses

Christchurch’s Infrastructure Design Standard includes explicit as-built record requirements for Council assets.[4] The most reliable approach is progressive capture. Survey underground assets before cover, label photographs by location and date, link test results to chainage or area, and maintain a live departures register. Waiting until completion increases uncertainty and rework.

A practical quality register should answer four questions for every controlled item: what requirement applied, where the work is located, what evidence demonstrates conformity, and who accepted the result. This structure makes closeout review faster and exposes missing information early.

4. Compare quotes on the same scope

Provide the approved drawing set, specifications, consent conditions, geotechnical reports, services information, intended staging, survey control, environmental controls, inspection/test requirements, asset-data standard, client-supplied items and boundaries between trades. Identify whether the price is expected to include traffic management, testing, survey, disposal, imported fill, weather risk and authority fees.

Do not ask contractors to price an undefined “complete subdivision” and expect directly comparable offers. A better tender separates measurable work items, provisional risk items and client-held design decisions.
